Kelly Weaver is the Head of Communications at FutureTech Corporation, one of the world’s leading technology and defence companies following the Third World War. She is the company’s chief public spokesperson and steps in, in particular, when FutureTech’s activities begin to raise concerns.

Her role is particularly delicate.

FutureTech works closely with the Allied Forces, and much of its research is classified as industrial or military secrets. Kelly must therefore present the company publicly as a responsible organisation whilst avoiding revealing the true nature of its programmes.

The public face of FutureTech

Following the Third World War, FutureTech holds an extremely powerful position.

The company had already been involved in the development of numerous technologies that had given the Allies their military advantage, notably Chrono technologies, Specter weapons and various systems used in the Allied arsenal.

But in Uprising, FutureTech significantly expands its activities.

Its research becomes sufficiently alarming to spark protests and attract media attention.

It is then up to Kelly Weaver to defend the company.

The Sigma Project Controversy

One of the major scandals centres on the mysterious Sigma Project.

Protesters gather outside FutureTech’s headquarters and accuse the company of conducting dangerous or illegal research.

Kelly speaks out publicly to reassure the public.

Her defence is based on an interesting comparison: she points out that the Chronosphere had also sparked fear and controversy during its development. According to her argument, mistrust of Sigma is therefore primarily a natural reaction to change.

This intervention is perfectly in line with her role.

Kelly does not seek to explain precisely what FutureTech is building.

She seeks to control the public narrative surrounding the company.

The Sigma Harmoniser

Events during the Soviet campaign ultimately reveal that the concerns regarding FutureTech were not unfounded.

The Sigma project is in fact the Sigma Harmoniser, a technology derived from FutureTech’s temporal research and capable of manipulating time on an extraordinary scale.

The President of the European Union, Rupert Thornley, seeks to exploit this technology to further his own ambitions.

Soviet forces eventually discover FutureTech’s facility and destroy the Sigma Harmonizer before it can be fully activated.

The affair then becomes a political disaster for FutureTech.

And Kelly Weaver must step in once again.

“We knew nothing”

Following the revelation of the scandal, Kelly organises another press conference.

She states that FutureTech and its board of directors were unaware of Rupert Thornley’s personal ambitions regarding the Sigma Harmoniser. She also announces the implementation of additional security protocols and publicly reaffirms that FutureTech remains committed to peace.

We know what Kelly claims publicly.

However, it is much more difficult to establish precisely what Kelly and FutureTech’s executives actually knew.

Another side to FutureTech

The Commander’s Challenge reveals precisely that FutureTech is simultaneously pursuing far less transparent objectives.

Kelly Weaver works directly with a mysterious FutureTech Commander on this.

And this time, it is no longer a matter of public relations.

The company wants to capitalise on the post-war geopolitical chaos to acquire the military technologies of the three former superpowers.

A global covert operation

Kelly explains to the Commander that FutureTech has managed to obtain the construction vehicles of the three world powers.

This enables her to utilise the technologies of:

the Allies,
the Soviets,
and the Empire.

The Commander’s mission is then to confront the various Officers still active around the world and recover the technologies abandoned on the battlefields.

Kelly benefits directly from the post-war political turmoil.

Borders are disputed, the former belligerents continue to clash, and no one seems capable of properly monitoring FutureTech’s operations.

The company can therefore operate discreetly.

The FutureTech Commander

Kelly thus becomes the equivalent of the player’s liaison officer in the Commander’s Challenge.

She assigns the player their mission and monitors their progress.

The Commander gradually faces off against some of the best officers still active:

Douglas Hill, Giles Price and Lydia Winters for the Allies;Nikolai Moskvin, Oleg Vodnik and Vera Belova for the Soviets;Shinzo Nagama, Kenji Tenzai and Takara Sato for the Empire.

With each victory, FutureTech gains access to new technologies.

The true objective then becomes clear:to build an arsenal combining the best weapons developed by all the major powers of the Third World War.### “On our terms… or yours”

Kelly’s initial briefing is particularly revealing.

She explains, in essence, that FutureTech will recover the technologies left behind on the battlefields in order to obtain samples of all military equipment.

She even corrects herself when she mentions what the company might do with them next: it will be up to FutureTech to decide…or rather, up to the Commander.

This minor correction already hints at the Commander’s future development.

For he is not merely a mercenary temporarily employed by FutureTech.

FutureTech’s new CEO

After securing enough victories and recovering the key technologies they were seeking, the Commander receives personal congratulations from Kelly.

She then reveals an important detail regarding the company’s internal situation: FutureTech has lost its previous CEO and the shareholders are questioning its future.

The Commander, however, has proven his worth.

He ultimately becomes the new CEO of FutureTech.

Kelly is therefore no longer simply addressing a field officer.

The man she sent to covertly retrieve technology from the three major powers is now her superior at the helm of the company.

A very personal proposal

Kelly’s final exchange also has the deliberately suggestive tone characteristic of Command & Conquer cutscenes.

After congratulating the Commander, she asks him to consider FutureTech’s offer.

Kelly concludes their conversation on a deliberately ambiguous note, inviting the Commander to come and discuss the terms of his new role in person and in private.

Kelly Weaver and Rupert Thornley

The two characters represent two very different facets of the organisation.

Rupert Thornley is linked to the Sigma project and FutureTech’s spectacular exploitation of time-travel technologies.Kelly Weaver, on the other hand, represents the institution itself: she safeguards its public image, responds to scandals and keeps the company running following Thornley’s downfall.

Above all, FutureTech does not suddenly become transparent in the wake of the Sigma affair.

The Commander’s Challenge reveals that, at the same time, it is pursuing a secret operation aimed at acquiring military technologies from around the world.

This lends Kelly a far more intriguing complexity than that of a mere ‘press officer’.

She publicly defends a company supposedly committed to the path of peace, whilst at the same time overseeing a Commander tasked with secretly amassing the arsenals of the three major powers.

Spokesperson or actual leader?

Sources officially identify Kelly as Head of Corporate Communications, not as CEO or Managing Director.

Nevertheless, she appears to wield considerable influence:

she speaks on behalf of the company during crises;

she refers directly to the board of directors;

she supervises the FutureTech Commander;

she is aware of the covert technology recovery operation;

and she is involved in the transition to the new CEO.
