The Croix du Sud Base

The GDI’s ‘Southern Cross’ base is commanded by General Cortez and, during the conflict against CABAL, serves as the GDI’s supreme command centre. This is because the Philadelphia space station is currently out of reach.
It is not known where this base is located, but several hypotheses based on its name are possible:
Hypothesis 1: the constellation
The Southern Cross is a small constellation in the southern hemisphere, the smallest of all the constellations.
It is surrounded on three sides by Centaurus and to the south by Musca.
The Southern Cross is useful for finding the celestial south. In the absence of a polar star in the southern hemisphere, two of the stars in the Southern Cross are used to determine it: by following the line formed by Acrux (α) and Gacrux (γ) for 4.5 times the distance between these two stars, one arrives at a point close to the celestial south.
This constellation appears on the flags of the following countries: Australia, Brazil, Papua New Guinea, Samoa and New Zealand.
Hypothesis 2: the Tuareg symbol
The Southern Cross, or the Cross of Agadez or Iferwan, is a Tuareg symbol and is therefore associated with North Africa. And in the first briefing for Firestorm, behind Cortez we see a map zoomed in on Libya.
